helping the homeless

today i saw a man on the corner with a singh that said "keep rudolph's noise red, need money for beer" and he had a red noise on.on every corner out here there is someone asking for money.there has been times when they have a singh that says will" work for food "and i have told them i'll give them 40.00 to help me on some gutter cleaning jobs and they say "i'm wait for my wife " or some other reson.we give them food sometimes but how many really need help or just want the money.they can make more money by begging than working,i work hard for the money i make,but if they can work there are places they can go,like" labor ready" thats what i have had to do when times were hard. sometime things are hard and if anyone knows that i do,but how can you tell the ones that really need it.has anyone eles had this problem? how do you deal with it becase i want to help if i can.
